§ 97.20 PERMIT REQUIRED; EXCEPTION.
   No person shall excavate in, dig up, or disturb the surface of any street, alley, or sidewalk in the city for the purpose of laying, removing, or repairing gas pipes, water pipes, or for any purpose whatever without having first obtained a written permit to do so from the Clerk-Treasurer. This permit shall state and correctly describe the nature, character, location, and extent of the proposed work and the purpose for which it shall be done. However, this section shall not apply to any work to be done or any repairs made on the sanitary sewer system in the city, nor to work done by or under the supervision of the Water Works Superintendent, nor causes of urgent necessity or emergency where there is not time or opportunity to obtain the permit.
