§ 95.16 BASEMENT OR CELLAR AS DWELLING UNIT.
   No basement or cellar space shall be used as a habitable room or dwelling unit unless the following requirements are complied with.
   (A)   The floor and walls are impervious to leakage of underground and surface run-off water and are insulated against dampness.
   (B)   The total of the window area in each room is equal to at least the minimum window area sizes required under § 95.11, except where there is supplied some other device affording adequate ventilation which is approved by the Commissioner of Buildings.
   (C)   The clear inner height is at least six feet eight inches, and no pipes or beams are below six feet measured from the basement or cellar floor.
