The Commissioner of Buildings is hereby authorized and directed to make inspections to determine the condition of dwellings, dwelling units, rooming units, and premises. All persons residing within the corporate limits of the city shall permit the Commissioner of Buildings to enter upon premises owned or occupied by them for the purpose of making these inspections during regular business hours on week days. Any person who, without legal cause, refuses to permit an inspection shall be deemed guilty of a violation of this chapter.
