§ 91.14 CONFINEMENT OF DOGS.
   No owner, keeper, custodian, or person harboring any dog shall allow the dog to run at large during the prevalence of hydrophobia, when the Mayor has issued a proclamation requiring the confining, or muzzling of dogs.
