153.14 EXCEPTIONS.

   The purchase of utility services and contractual goods and services shall be exempted from the procedures herein set forth, and it shall be the responsibility of the Finance Director to pay such obligations in accordance with the terms and conditions of the contracts, ordinances, resolutions, agreements, rules, regulations and laws creating or authorizing such obligations. The Finance Director may prescribe purchasing methods and procedures for those cases in which he determines the provisions of this chapter cannot be applied without creating hardship for the City, provided that he shall report not less than monthly to the Mayor and Council those expenditures made without following the provisions of this chapter.
