153.11 EMERGENCY PURCHASES.
(a) In the case of an actual emergency where the likely expenditure would exceed the specified amount, the department head may make such immediate necessary repairs as are required by the circumstances with the written approval of the Mayor and the written consent of the Municipal Engineer, in any matter over which the Engineer would normally have jurisdiction, only to the extent of immediately arresting or stopping the cause of the emergency situation until the matter may be brought to the attention of Council. Every effort shall be made by the department head, the Mayor and the Engineer to arrest or stop the emergency situation on a temporary basis at a cost under the specified amount, if the same is possible.
(b) In those cases where the emergency would call for an expenditure of over the specified amount to completely restore the situation to the status prior to the emergency arising, a full written report of the circumstances of such emergency shall be filed by the department head with the Mayor, the Finance Director and Council, prior to the next regular Council meeting if time permits, but not later than two weeks from the date of the occurrence. Council, at the next regular scheduled Council meeting, or at a special meeting of Council called for such purpose, shall immediately consider the emergency situation and take whatever steps are necessary to authorize the purchase of the necessary materials or services to restore the situation to that which existed prior to the emergency, including ratification of any expenditure over the specified amount where the same is necessary.
