153.07 CRITERIA FOR PURCHASES.

(a) The department head shall have the duty to procure for the City the highest quality in supplies and services at the least expense to the City. The department head shall not be obligated to make the purchase from the vendor recommended on the purchase requisition if, in his opinion, like supplies can be purchased to better advantage for the City from another vendor or source.

(b) If all bids or prices received are for the same total amount or unit price, quality and service being equal, the purchase shall be made from the local bidder.

(c) It shall be the duty of the department head to procure for the City all Federal and State tax exemptions to which it is entitled.
