153.05 AVAILABLE FUNDS.

   If the fund or account to be charged for the proposed purchase has no unencumbered appropriation balance, or if such balance is insufficient to cover the proposed purchase, then the Finance Director shall return such purchase requisition to the requesting department head with the notation "no appropriation" or "appropriation balance insufficient."
