153.01 DEFINITIONS.

   For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein. When not inconsistent with the context, words in the present tense include the future, words in the plural number include the singular number and words in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.

   (a)   “Mayor” means the Mayor of the City.

   (b)   “Finance Director” means the Finance Director of the City.

   (c)   “Council” means the Council of the City.

   (d)   “Department head” means the Mayor, Clerk of Council, Law Director, Director of Community Life, Finance Director, Safety Director, Director of Public Service, Building Commissioner and Tax Administrator.

   (e)   “Supplies” means and includes all supplies, materials, goods and equipment or parts thereof.

   (f)   “Services” means and includes all services which do not require the purchase of supplies, except as an incidental part of performing such service.

   (g)   “Utility service” means and includes all telephone, gas, water, electric light, power and sewage service.

   (h)   “Contractual goods and services” means and includes all supplies, materials, goods, equipment and services provided for by special contract, ordinance, resolution or agreement adopted or authorized by Council.

   (i)   “Appropriation” means and includes all funds and subdivisions thereof appropriated by Council by ordinance according to law.
