149.01 CREATION; MEMBERSHIP.

   There is hereby created a Disaster Services Agency for the City as an agency of the government to prevent, minimize, repair and alleviate injury or damage resulting from natural disaster or enemy attack. The Agency shall consist of a Director and additional members to be appointed by the Director. All officers and employees of the City are hereby declared to be members of the organization, together with those volunteer forces appointed to aid them during a disaster.
