145.02 PROCEDURE; DUTIES; NOTICES.
   (a)    Meetings of the Planning Commission shall be held at the call of the Chairman and at such other times as the Commission may determine or as required by the City Charter or ordinances. All meetings of the Planning Commission shall be open to the public.
   (b)    The Commission shall keep minutes of its proceedings, showing the vote of each member upon each question or, if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the office of the Commission, and shall be a public record.
   (c)    The Planning Commission shall perform such duties as set forth in Article X of the City Charter and ordinances.
   (d)    Public hearings shall be held on all proposed amendments or reclassifications of the Planning and Zoning Code, notice of which shall be given by one publication in a newspaper of general circulation in the City at least ten days before the date of the hearing stating the place and time at which the proposed amendment, including text and maps, if any, may be examined as required by Section 1135.03 of the Planning and Zoning Code. Notices shall be sent to all owners of contiguous properties advising them of the time and date of any meeting where the Planning Commission is to review antenna structure proposals and screening plans and of their right to express their approval or disapproval of the same at least fourteen days before the meeting as required by Section 1189.02(j) of the Planning and Zoning Code.
