   135.03 MANNER OF APPOINTMENT.
   (a)   All original and promotional appointments to any position in the Department of Police are to be made by the Mayor.
   (b)   The Mayor may appoint any one of the persons certified to him or her by the Civil Service Commission, to fill any vacancy in the classified civil service in the Division of Police. Nothing herein contained shall require the Mayor to fill any vacancy in the classified civil service in the Division of Police.
