133.02 COMPOSITION OF DEPARTMENT; DUTIES, RESPONSIBILITIES AND QUALIFICATIONS; REQUIRED EXPERIENCE, CERTIFICATIONS AND LICENSES.
(a) Besides the Director of Public Service, the Department of Public Service shall consist of the following personnel, all of whom shall receive such compensation as Council may from time to time provide and shall be in the civil service of the City (with the exception of Part- time Cleaning and Student Help):
(1) Service Foreman (Supervisor) (one);
(2) *Maintenance Lead Person (one);
(3) *Laborer Lead Person (two);
(4) Electrical Maintenance Person (one);
(5) General Maintenance Person (three);
(6) Mechanic (two);
(7) Body and Auto Mechanic (one);
(8) Heavy Equipment Operator (one);
(9) Traffic Sign Person (one);
(10) Recreation Grounds Maintenance Person (one);
(11) General Laborer (General Laborer can be composed of any combination of Grades III and IV. Not to exceed eight persons.);
(12) Service Custodian (one);
(13) Custodian - City Hall/Police Department (three-full-time);
(14) Cleaning - (Part-time as needed, not to exceed three).
(15) Student part-time (Not to exceed 15 at any one time with the Department of Public Service or the Department of Water Reclamation, as assigned by the Director of Public Service and the Director of Water Reclamation not to exceed 35 hours per week.) In accordance with Section 157.20, students hired must be residents of the City of Bedford Heights.
(b) The duties and responsibilities of the personnel in the Department of Public Service shall be as are set forth in the City’s Employee Job Descriptions and as the same are hereafter amended and approved by the Mayor and the Director of Public Service. Such employees (with the exception of student help) shall be at least eighteen (18) years of age and a high school graduate or possess equivalent experience and/or relevant education. Those employees not covered by a collective bargaining agreement shall receive such benefits as indicated under Chapter 157, Employees Generally.
(c) The Lead Persons shall have duties in addition to their regular job assignments as assigned by the Director of Public Service and/or the Foreman (Supervisor). *One Lead Person may be assigned as an Assistant Supervisor/Lead Person.
(d) The required experience, certifications or licenses for personnel in the Department of Public Service are as follows:
Service Foreman (Supervisor) - minimum of three years’ successful supervisory experience in a like position.
The following are required to possess a CDL (Commercial Driver’s License):
Service Foreman, Maintenance Lead Person, Laborer Lead Person, Electrical Maintenance Person, General Maintenance Person, Mechanic, Body and Auto Mechanic, Heavy Equipment Operator, Traffic Sign Person, Recreation Grounds Maintenance Person, General Laborer, and Service Custodian.
