125.02 DUTIES AND RESPONSIBILITIES.
   The Municipal Engineer shall perform the following duties and responsibilities:
   (a)   He or she shall act as technical consultant and advisor on all engineering matters referred to him or her by the City, including consultations and advice with representatives of the Division of Building, Department of Public Service, and Department of Water Reclamation and Mayor, Planning Commission, and Council.
   (b)   He or she shall supervise the execution of all public works undertaken by the City, pursuant to plans and specifications approved by Council, either by inspectors to be appointed and paid directly by the City, but who shall report to and be instructed and supervised by the Engineer, or by furnishing the supervision and services of qualified inspectors in the direct employ of the Engineer, when so authorized and directed.
   (c)   He or she shall review and make recommendations regarding the engineering aspect of dedication plats, subdivision plats, utility plans and such other proposals of persons or firms as will require the use of the special knowledge possessed by the Engineer.
   (d)    He or she shall set all grades for all single-family dwellings, multiple-family dwellings and commercial and industrial buildings.
   (e)   He or she shall attend all legislative or administrative meetings or conferences as requested by the Mayor or Council.
   (f)   He or she shall perform such other additional engineering services not specified elsewhere herein, as directed.
   (g)   He or she shall not prepare plans, profiles, specifications and estimates of cost for public improvements, except as specifically directed by the Mayor and authorized by Council.
   (h)   He or she may furnish or perform the following professional services only upon request of the Mayor and specific authorization of Council:
      (1)   Prepare plans, profiles, specifications and estimates of cost for public improvements.
      (2)   Furnish preliminary investigations, studies, reports, general plans, cost estimates and field investigations concerning the advisability of proceeding with any public improvement or project.
