123.03 MINUTES AND RECORDS.
   (a)    The Clerk of Council shall, in addition to all other duties prescribed by the Charter or ordinance, have the care, custody and control of all minutes and records of the Council and of the boards and commissions of which he is Secretary.
   (b)    The original minutes and records under the care, custody and control of the Clerk of Council shall be safely kept at such place or places within the City Hall as the Clerk of Council may deem proper for their preservation and protection.
   (c)    No person shall remove or take any original minutes, records or legislation under the care, custody and control of the Clerk of Council from City Hall except as may be required to comply with a summons or subpoena of a court or agency of competent jurisdiction.
   (d)    The original of minutes or records under the care, custody and control of the Clerk of Council shall be made readily available for inspection by any person interested in the same at reasonable hours during the work day, provided, however, that the Civil Service Commission shall not be required to report or divulge any matter which, in its opinion, is of a confidential or personal nature respecting any employee in the classified service.
   The Civil Service Commission shall not be required to report or divulge any information or any application form concerning an applicant who has not been placed upon an eligible list or certified to the appointing authority.
   (e)   A copy of all minutes, records and legislation shall be prepared and supplied to the Mayor and Council without charge. The copies for Council shall be kept in the presently existing vault in City Hall.
   (f)   Copies of minutes, records and legislation, other than those referred to in subsection (e) hereof, shall be reproduced and given to any person requesting the same, provided however, that the Clerk of Council may require the payment of a reasonable fee to cover the expense of reproduction.
