121.05 OFFICE OF ECONOMIC AND COMMUNITY DEVELOPMENT.
(a) There is hereby established, in the Executive Department, an office to be known as Economic and Community Development to develop and implement economic and community development plans, programs and services; to oversee application and implementation of CDBG, HUD and other City grants; to oversee implementation of the City’s Master Plan; to manage the City’s Land Bank and census data gathering; to develop and manage programs and strategies designed to attract and retain businesses within the City; and to assist City residents in seeking job placements in businesses within and without the City of Bedford Heights.
(b) The Office of Economic and Community Development shall be under the control and direction of a Director of Economic and Community Development who shall be appointed by the Mayor and shall serve at the pleasure of the Mayor. The Director of Economic and Community Development shall receive such compensation as Council shall from time to time determine.
(c) There is hereby established the position of full-time Administrative Aide to assist the Director of Economic and Community Development in his or her duties. The Administrative Aide shall be appointed by the Mayor and serve at the pleasure of the Mayor and shall receive such compensation as Council shall from time to time determine and shall perform such other duties as required by the Mayor and the Director of Economic and Community Development.
(d) There are hereby created two positions of part-time clerk to assist the Director of Economic and Community Development who shall be appointed by the Mayor, serve at the pleasure of the Mayor, and shall receive such compensation as Council shall from time to time determine. The part-time clerks shall not be scheduled to exceed over sixty-four hours per week collectively.
(e) There are hereby created up to two positions of Student Planning Interns or co- operatives per college semester or up to a four month period to work twenty hours per week for pay and be responsible for all assignments given by the Director of Economic and Community Development.
(f) The duties and responsibilities of the Director and other personnel of the Office of Economic and Community Development shall be as set forth in the City’s Employee Job Descriptions and as the same are hereafter amended and approved by the Mayor and the Director of Economic and Community Development. Such employees shall be at least eighteen (18) years of age and a high school graduate or possess equivalent experience and/or relevant education. Such employees shall receive such benefits as indicated under Chapter 157, Employees Generally and be under the direct supervision of the Director of Community and Economic Development and the general supervision of the Mayor.
