111.29 SEMINARS AND OTHER EXPENSES.
   (a)   Council shall annually establish a fund, with an amount set by Council, for attending seminars, lectures and educational functions for the members of Council and such of Council’s employees as Council may individually approve upon individual request and the Finance Director shall report balances to Council upon a monthly basis.
   (b)   Any Council member or employees wishing to attend a seminar, lecture or educational function shall submit a complete “Travel Expense Authorization” form (Form TE-1) in accordance with Codified Ordinance Section 157.39 to the Clerk of Council with a copy to the Finance Director stating the location, purpose, date and length of time of the proposed seminar, lecture or educational function.
   (c)   The Clerk of Council shall advise the Finance Committee of Council of the request and the notice of the Council member or employee.
   (d)   The provisions of this section shall apply to any employee of Council who has obtained the approval of Council at a Committee of the Whole meeting.
