111.28 POWERS DURING INVESTIGATIONS AND/OR HEARINGS.
(a) Whenever Council orders an investigation of, or schedules a hearing upon charges preferred by it against, any board or commission, or any member thereof, and over which board or commission Council has the power of appointing and/or removing for cause any member thereof under and pursuant to the Charter, then and in that event, Council shall, in addition to any power it may otherwise possess, have the power to order, in writing, any such board or commission to cease and desist from taking any official action whatsoever and of any kind, nature or description, during the pendency of such investigation or hearing.
(b) Any official action taken by any board or commission, or any member thereof, after notice by Council to cease and desist, shall be null and void and of no effect without further action by Council.
(c) It shall constitute cause for dismissal or removal from office of any member of such board or commission in the event any member thereof shall take or attempt to take any official action, whether individually or as a member of such board or commission, on any matter which he or she has notice from Council to cease and desist.
(d) Council shall notify in writing any board or commission previously ordered to cease and desist at such time as the cease and desist order is withdrawn.
