111.24 REPORTS OF COMMITTEES.
   (a)   Committees may make their reports in writing, signed by a majority of the committee members, or orally by the Chairman at a regular Council meeting or Council of the Whole meeting.
   (b)   All written reports shall be filed with the Clerk of Council and shall be entered in the minutes into or by reference.
