111.19 PERSONS AUTHORIZED TO BE AT COUNCIL TABLE.

No persons, except City officials designated, shall be permitted to sit at the Council table without the express consent of a majority of Council. The Council President shall determine the order of seating which shall be observed by the Mayor, Council and City officials.
