111.06 CALL TO ORDER; PRESIDING OFFICER.
   The President of Council or, in his absence or unavailability, the President of Council Pro Tem shall take the chair at the hour appointed for the meeting or as soon thereafter as practicable and shall call Council to order. In the absence of the President of Council and the Council President Pro Tem, the Clerk of Council shall call Council to order, whereupon the Clerk shall call upon Council to elect one of its members as a temporary chairman by a majority vote of those present. Upon the arrival of the Council President or the Council President Pro Tem, the temporary chairman shall immediately relinquish the chair upon the conclusion of the business immediately before Council at that time.
