111.05 MAYOR'S POWERS AND DUTIES.
(a) The Mayor may introduce ordinances and resolutions, take part in the discussion on all matters coming before Council and make recommendations to Council for the welfare of the City as he or she deems advisable. (Ord. 2008-229. Passed 12-16-08.)
(b) During the first quarter of each year, he or she shall report to Council concerning the finances and other affairs of the City. At the Mayor’s discretion, this may be done during a “State of the City” address that is open to the public.
(c) The Mayor shall also give Mayor’s Reports at all regular Council and Post- Committee-of-the-Whole meetings as to affairs of the City and a report at a Council-of-the-Whole meeting at least once each quarter as to the finances of the City. (Ord. 2004-050. Passed 4-20-04.)
(d) Unless excused for cause, the Mayor shall attend all regular and special Council meetings. The Mayor may also attend Committee of the Whole meetings, Finance Committee of Council meetings, and other Council meetings and may participate thereat but shall have no vote. The President of Council or Committee Chairman may request the Mayor to attend specific Committee of the Whole meetings, Finance Committee of Council meetings, and other Council Committee meetings.

(e) Every ordinance or resolution passed by Council shall be attested by the Clerk of Council and promptly presented to the Mayor for consideration. If the Mayor approves such legislation, he or she shall sign it and file it with the Clerk of Council.
(f) After passage by Council, the Mayor may approve or disapprove the whole or any part of any item of an ordinance appropriating money, but otherwise his or her approval or disapproval shall be addressed to the entire ordinance or resolution. If he or she disapproves it or any item of it, he or she shall file it with written notice of the disapproval with the Clerk of Council.
(g) Unless an ordinance or resolution is filed with the Clerk of Council with written notice of disapproval within ten days after its passage by Council, it shall take effect as though the Mayor had signed it.
(h) When the Mayor has disapproved an ordinance or resolution, or any item of it as herein provided, Council may, at its next regular meeting thereafter, reconsider it, and if upon such reconsideration the ordinance, resolution or item is approved by five or more members of Council, it shall take effect notwithstanding the disapproval of the Mayor.
