111.04 PRESIDING OFFICER; ELECTION OF PRESIDENT OF COUNCIL AND DUTIES.
   (a)   The presiding officer of Council at all regular and special meetings of Council shall be the President of Council and in his or her absence the President of Council Pro Tem. The President of Council shall be elected at the first meeting in January of each even-numbered year by a majority vote of Council from its membership. The President of Council shall serve for two years. The President of Council shall designate another Council member to serve as President of Council Pro Tem to perform his or her duties in his or her absence. If the President of Council must perform the duties of Acting Mayor due to the absence or inability of the Mayor to perform his or her duties, the President Pro Tem shall preside at all regular and special meetings.

   (b)   The presiding officer shall preserve a strict order and decorum at all regular and special meetings of Council. He or she shall state every question coming before Council, announce the decision of Council on all subjects and decide all questions of order, subject, however, to an appeal to Council, in which event a majority vote of Council shall govern and conclusively determine such question of order.    (c)   If the Council President is called upon to perform the duties as Acting Mayor due to the absence or inability of the Mayor to perform his or her duties, the Acting Mayor/Council President shall not lose his or her vote nor cease to be a Council member by serving as the Acting Mayor.
