111.02 SPECIAL MEETINGS.
   The Mayor shall call special meetings of Council whenever, in his or her opinion, the public business may require it, or a special meeting may be called at the express written request of any two members of Council. Special Meetings may be called at any regular Council meeting. Whenever a special meeting is called other than at a regular meeting of Council, a summons or a notice in writing signed by the Mayor or any two members of Council shall be served upon each member of Council in person or by notice left at his or her place of residence, at least twelve hours in advance of the time of the meeting. Such notice shall state the date and hour of the meeting and the purpose for which such meeting is called, and no business shall be transacted thereat except such as is stated in the notices. However, notice of the meeting may be waived in writing if all Council members are present at such special meeting and each sign such waiver. Other matters not appearing in the call may be placed on the agenda if all Council members are present and agree. The Clerk of Council may prepare and deliver to all members of Council, the Mayor, and the Director of Law an agenda for a special meeting as far in advance of the special meeting as time for preparation will permit.
