SECTION 8.04.01. DIVISIONS OF DEPARTMENT OF PUBLIC SAFETY.
   There shall be in the Department of Public Safety the following divisions:
   1.    Division of Police.
   2.    Division of Fire.
   3.    Division of Building Engineering and Inspection.
