SECTION 5.03. PRIMARY ELECTIONS.
   A primary election shall be held for the selection of candidates for the elective offices of this Municipality provided more than two (2) persons file nominating petitions for the office of Mayor or Ward Council Member in 2007 and every four (4) years thereafter and more than six (6) persons file nominating petitions for the office of Council at large member in 2009 and every four (4) years thereafter on the second Tuesday in September before the regular municipal elections to be held for such offices on the first Tuesday after the first Monday in November of odd-numbered years; and no nomination for any such office shall be of any effect unless made as required by Article V of this Charter. The two (2) persons receiving the highest number of votes in the primary election or the person filing nominating petitions if two (2) or less shall be entitled to run in the Regular Municipal Election for the Offices of Mayor or Ward Council Member in the Year 2007 and each four (4) years thereafter and the six (6) persons receiving the highest number of votes in the primary election or the person filing nominating petitions if six (6) or less shall be entitled to run in the Regular Municipal Election for the Office of Council at large member in the year 2009 and each four years thereafter.
