141.05 COMMUNITY LIFE MISCELLANEOUS REQUIREMENTS.
   (a)   Fees paid to the City for any pass or programs set forth above shall not be refunded under any condition.
   
   (b)   Marketing Promotions. The Director of Community Life may recommend adjustments to the above fees and giveaways for marketing promotions. As long as they do not exceed the amount specified for advertising bids under Section 153.17, such promotions shall be approved by the Finance Director and Council Community Life Committee.

   (c)   Senior Citizen Grass-Cutting and Snow-Plowing Programs. Unless otherwise indicated in this section, all participants in the senior citizen grass-cutting and snow-plowing programs must have reached the age of 65 at the time application is made for participation in said programs. Residents who have established a disability pursuant to federal law may also participate in the programs provided for in this subsection. Senior citizens who have reached the age of 65 or are disabled as outlined above are disqualified from participation in these programs if they reside in a household where there is an able-bodied person who is capable of performing grass- cutting and snow removal tasks. This section does not apply to any person who has reached the age of 62 and/or is disabled and has previously participated in the above-described programs. These services may be available on a “first-come, first-served” registration basis only. Due to budgetary constraints, the City reserves the right to establish a maximum number of participants in these programs.
      (1)   All eligible applicants, at the time of filing an application to participate in the senior-citizen grass-cutting program, shall pay an application fee of thirty-five dollars ($35.00), which shall be used to help defray the costs of said program.
      (2)   All eligible applicants, at the time of filing an application to participate in the senior snow-plowing program, shall pay an application fee of thirty-five dollars ($35.00), which shall be used to help defray the costs of said program.
