SECTION 13.07.03. SAFETY FORCE LEVY.
   In addition to the power of Council to levy taxes pursuant to the provisions of Section 13.07 of this Article XIII of the City of Bedford Heights Charter, the Council shall also levy, outside of the constitutional and statutory ten-mill limitation and outside any limitations provided by this Charter, on an annual basis, a tax upon all real and personal property listed and assessed for taxation upon the tax lists and duplicates beginning with tax year 2010, first collected in 2011 and each year thereafter, a tax of 8.9 mills for each dollar of assessed valuation for the purpose of paying the costs and expenses of operating the city’s Safety Forces, i.e., Police, Fire and Emergency Medical Services. This section does not authorize the imposition of any additional millage other than the 8.9 mills provided herein without a vote of the people. The funds generated by this 8.9 mill levy shall be used by the city solely and exclusively for the purposes of paying costs and expenses of the police department, the fire department and for emergency medical services and shall not be used for any other purpose.
