351.18 PARKING AND STORAGE OF OUT-OF-REPAIR AND UNLICENSED MOTOR VEHICLES IN RESIDENTIAL DISTRICTS.
   (a)   No person, firm or corporation shall store or permit to be stored, for a period of more than fifteen days, any motor vehicle not having current year or part-year license plates and/or one damaged or out of repair so as to render it incapable of being moved under its own power, upon any lot or land designated as within the boundaries of a Residential District, as the same is defined in the Zoning Code, unless the same shall be in a completely enclosed building or garage.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
   (c)   No person, firm, corporation or association in a residential district shall park, store or permit to be parked or stored for a period of more than five (5) days a motor vehicle with historical license plates, including land in a residential district unless such vehicle is located in a completely enclosed building and/or garage. A motor vehicle with historical plates shall comply with all other ordinances in regard to restrictions on parking on City streets. The five day period shall be deemed to begin to run on the date that such person, firm, corporation or association is notified in writing by the Building Official or his designee that such vehicle is being stored in violation of such ordinance. Motor Vehicles with historical license plates for purposes hereof means any motor vehicle that is over twenty-five years old and is owned solely as a collector’s item and/or for participation in club activities, exhibitions, tours, parades and similar uses, but in no event to be used for general transportation purposes. Violation of this subsection shall constitute a minor misdemeanor punishable by a maximum fine of one hundred fifty dollars ($150.00). Each day that such violation persists shall be a separate offense.
