1387.16 ESSENTIAL SERVICES REQUIRED.

   No dwelling or dwelling unit shall be considered habitable unless all essential services providing heat, potable water, light, ventilation and sanitary facilities, including natural gas (fuel oil), electric and water are provided and in working order. If these services are disconnected or otherwise rendered inoperable, any occupancy permit in effect shall be rendered null and void.
