1325.04 DEVELOPMENT PLANS.
   (a)   A site plan shall be prepared for all types of proposals of development for other than single-family or two-family dwellings and submitted to the Building Commissioner. A preliminary and final development plan shall be submitted. Unless exempted by the Building Commissioner, plans shall include:
      (1)   A survey of the property and typography, showing the land owned and proposed for development.
      (2)   Buildings, including the locations, size, height and use of all main and accessory buildings, the general design and color.
      (3)   Streets, including the proposed system of circulation of vehicular traffic, including delivery trucks; details for connections to present streets; type of pavement; estimates of traffic volume.
      (4)   Utilities, including plans for all utility installations and connections.
      (5)   Parking areas, including the layout and an estimate of the number of spaces, the design of features and the type of pavement.
      (6)   Landscaping, including site development, the grading and drainage pattern, designs of landscape yards, planting areas, nature, number and placement of trees, shrubs, etc. and grassed areas.
   (b)   The Building Commissioner shall submit the plans, as submitted to him, to the Municipal Engineer and the City Architect for approval of the grading and drainage pattern, designs of landscape yard and approval of the engineering and architectural aspects of the plans. No building permit shall be issued by the Commissioner until such development plans have been approved as provided herein.
