1181.03 UNITS OF MEASUREMENT.
   For purposes of this chapter, the following units of measurement shall apply:
   (a)    Accessory Parking Space. Accessory parking space means an open or enclosed area accessible from a street with not less than 180 square feet (nine feet by twenty feet) of standing space, exclusive of drives and other accessways, for parking of motor vehicles of the owner, occupants, employees, customers or tenants of the main or principal building use.
   (b)    Floor Area. Floor area means, in the case of offices, merchandising or service types of uses, the gross floor area used or intended to be used by tenants, or for service to the public as customers, patrons, clients or patients, including areas occupied by fixtures and equipment used for display or sales of merchandise. Any areas used principally for nonpublic purposes, such as storage, incidental repair, processing or packaging of merchandise, for show windows, for offices incidental to the management or maintenance of stores or buildings, for toilet or rest rooms, for utilities, or for dressing rooms, fitting or alteration rooms, not to exceed twenty percent, may be excluded, subject to approval by the Building Commissioner.
   (c)    Seat. Seat means the number of seating units installed or indicated, of each twenty-four lineal inches of benches, pews or space for loose chairs or similar seating facilities. Spacing of rows shall be thirty inches on center.
   (d)    Employees. Employees means the maximum number of employees on any two successive shifts.
   (e)    Fractional Unit. Where the computation results in a fractional unit, one additional off-street parking space shall be provided.
   (f)    Hospital Bassinets. In hospitals, bassinets shall not be counted as beds.
