1179.16 MAINTENANCE AND REMOVAL OF SIGNS.
   (a)    All signs and sign structures shall be maintained in a safe and attractive condition. Signs which no longer serve the purpose for which they were intended or which have been abandoned for a period in excess of ninety days or are not maintained in accordance with this Zoning Code and other applicable regulations of the City shall be removed.
   (b)    Whenever the removal of any sign has been ordered by the Building Commissioner and the person on whose premises such sign or display structure has been erected, affixed, attached or maintained fails to remove the sign within forty-eight hours after receiving such notice, the Building Commissioner may remove or cause to be removed such sign at the expense of the person on whose premises it was erected, affixed or attached and, each such person shall be individually and separately liable for the expenses incurred in the removal of the sign.
