1163.02 AREA, YARD AND HEIGHT REGULATIONS.
   (a)    A shopping center in this District shall be designed and developed as a unified and well-organized arrangement of buildings and services. Vehicular traffic shall be separated from the principal pedestrian movements other than to and from parking areas. Delivery facilities shall be located so as not to interfere with movements of pedestrians and vehicles.
   (b)    Any SC-1 District proposed development shall have a tract of land containing a minimum of 15 acres having frontage of 200 feet on an existing duly dedicated public street.
   (c)    The ground area occupied by the buildings shall not exceed 25% of the total area of the lot. At least 15% of the total area of the lot shall be developed as planted area.
   (d)    Front Yard: All buildings shall be set back from any public street or highway at least 100 feet to accommodate a front yard, except that this yard may be developed for parking facilities to within a minimum of 30 feet of a street line.
   (e)    Side and rear yards where adjoining a residential district, whether within or without the City, shall be at least 100 feet, except that such yards may be developed for parking facilities to within a minimum of 50 feet of a residential district line. The Planning Commission shall require from each applicant for its approval a plan depicting the design of the installation of a fence, wall, hedge or other suitable screening or planting which may include storm water detention facilities in order to create a buffer area where a residential district adjoins or abuts a rear or side yard of this classification. Side yards and rear yards abutting non-same zoned districts shall be a minimum of 25 feet for side yards and 50 feet for rear yards with a minimum of 7 feet devoted to a buffer of landscaping or fencing as determined by the Planning Commission. Abutments to highway limited access areas and to same zoned parcels shall not require side or rear yard setbacks. Driveways are permitted within the building setback areas.
   (f)    Height of buildings shall not exceed 40 feet except that not more than 30% of the total ground floor area of the shopping center may have a height not exceeding 45 feet, exclusive of towers, cornices or such decorative features as may be approved by the Board of Architectural Review, such as (without limitation) parapet walls, spires, cupolas, domes and chimneys, which may exceed such height only with the approval of the Planning Commission.
