1163.01 INTENT AND PERMITTED USES.
   This chapter (Class SC-1 District) is established in order to provide regulations for areas requiring large amounts of land and involving uses generating large volumes of traffic and serving the shopping needs of a large area.
   In a Shopping Center District, no building or premises, unless otherwise provided in this Zoning Code, shall be erected or used which is arranged, intended or designed to be used except for the following purposes and as regulated by this Zoning Code:
   (a)   Retail stores, wholesale club, membership club supplying commodities intended for residents of the local or surrounding communities including, without limitation, groceries, drugs, fruit, meat, dairy products, baked goods, wearing apparel, hardware, paint, wallpaper, furniture and household appliances, newspapers, magazines, books, computers and supplies, stationery, flowers, gifts and sundries, ice cream and candy.
   (b)    Barber shops and beauty shops.
   (c)    Shops for custom work to be sold or delivered solely on the premises, including dressmaking, tailoring, pressing dry cleaning in which only nonexplosive or nonflammable solvents are used, shoe repair shops. In any such shop not more than ten persons (full-time equivalent) shall be engaged and no work shall be done for retail outlets located elsewhere.
   (d)    Banks with or without drive-in facilities; provided pawnshops and check cashing establishments shall be prohibited.
   (e)    Office buildings, professional office space and offices such as travel agencies, diet centers, etc.
   (f)    Theaters, amusement centers, bowling alleys, skating rinks, and other entertainment facilities; provided, however, in no event shall so-called "adult entertainment" clubs providing nude or topless entertainment, adult book stores, adult motion picture theaters, adult mini-motion picture theater, adult novelty stores or adult video stores be permitted in a Shopping Center District.
   (g)    Restaurants, taverns and bars, for off-premises and on-premises consumption. Drive-through facilities, other than those connected with pharmacies or banks, shall be prohibited.
   (h)    Schools and other for profit institutions of higher learning.
   (i)    Uses accessory to those set out in subsections (a) through (d) hereof.
   (j)    No business within a Shopping Center District shall create a nuisance and no such business shall create objectionable odor, dust, smoke, cinders, gases, fumes, noise vibration, refuse matter or waste products.
