1159.04 REQUIRED CONDITIONS.
Processes and equipment employed and goods produced or sold shall be limited to those which are not objectionable by reason of odor, dust, smoke, cinders, gas, fumes, noise, vibration, refuse matter or water-carried waste, and must comply with the performance standards in Chapter 1183.
(a) Enclosed Buildings. All businesses, services or processing shall be conducted wholly within a completely enclosed building, except for incidental display of merchandise, the sale of automotive fuel, lubricants and fluids at service or filling stations, loading and unloading operations, parking, the outdoor display or storage of vehicles, material and equipment and the uses specified in Section 1159.02(h). All raw materials, fuel, machinery and equipment, including trucks, used in the operations shall be enclosed within a structure or screened by a substantially solid wall or fence of such nature and height as to conceal all operations and materials therein from the view of any observer standing at the grade level at the nearest residential district line or standing at the grade level of a public street or right of way.
(b) Storage. All materials in yards or buildings must comply with the Fire Prevention Code of the City and all parts shall be accessible to fire-fighting equipment.
(c) Solid Waste. Solid waste resulting from all aforesaid operations shall be either disposed of, stored in buildings or enclosed within a wall or fence. Liquid wastes shall not be discharged into an open reservoir, stream or other open body of water or a sewer, unless treated so that the amount of solid substances, oils, grease, acids, alkalies and other chemicals shall not exceed the amounts allowed by other codes or regulations of the City.
(d) Noise. Noise shall be muffled so as not to become objectionable due to intermittent heat frequency or shrillness. Noise may equal but not exceed the average intensity of street traffic noise at the nearest residential district line.
(e) Bulk Storage of Flammable Liquids and Gases. Except as provided for in Section 1159.01(c) and except as permitted by the City Fire Prevention Code, the bulk storage of flammable liquids and gases shall be prohibited above ground.
(f) Uses Requiring Large Amounts of Water. Laundries, creameries and other uses requiring large amounts of water shall obtain a written statement from the Building Director certifying that the existing sanitary sewers are adequate to accommodate the proposed use before a permit is granted.
(g) Night Operation. No building customarily used for night operation, such as a bakery or milk bottling and distribution station, shall have any opening, other than stationary windows or required fire exits, within 100 feet of any residential district, and any space used for loading or unloading commercial vehicles in connection with such an operation shall not be within 100 feet of any residential district.
