1155.04 REQUIRED CONDITIONS.

   Subject to the provisions of Chapter 1183:

   (a)    Business in Enclosed Buildings. All operations shall be conducted wholly within an enclosed building and all raw materials, fuel, machinery and equipment, including trucks used in the operations, shall be enclosed within a structure or screened by a substantially solid wall or fence of such nature and height as to conceal all operations and materials therein from the view of any observer standing at the grade level at the nearest residential district line or a public street.

   (b)    Compliance with Fire Prevention Code. Storage of all materials in yards or buildings must comply with the Fire Prevention Code of the City and all parts shall be accessible to fire-fighting equipment.

   (c)    Wastes. Solid waste resulting from all aforesaid operations shall be either disposed of, stored in buildings or enclosed within a wall or fence. Liquid wastes shall not be discharged into an open reservoir, stream or other open body of water or a sewer, unless treated so that the amount of solid substances, oils, grease, acids, alkalies and other chemicals shall not exceed the amounts allowed by other codes or regulations of the City.

   (d)    Use Must Be Nonobjectionable. All operations shall be of a type that will not disseminate dust, smoke, fumes, heat, glare, noxious odors or vibrations beyond the premises, nor shall they possess other characteristics equally as objectionable.

   (e)    Noise Control. Noise shall be muffled so as not to become objectionable due to intermittent beat frequency or shrillness. Noise may equal but not exceed the average intensity of street traffic noise at the nearest residential district line.

   (f)   Bulk Storage. Bulk storage of flammable liquids and gases shall be prohibited above ground, except as permitted by the City's Fire Prevention Code.

   (g)    New Merchandise. Goods for sale shall consist primarily of new merchandise, except bona fide antiques, provided that secondhand merchandise shall be prohibited.
