1133.03 QUORUM; DECISIONS.
   (a)    Three members of the Board of Zoning Appeals shall constitute a quorum. The concurring vote of four members of the Board shall be necessary to reverse any order, requirement, decision or determination of the Zoning Inspector or other administrative official. The concurrence of three members of the Board shall be necessary to decide in favor of any applicant in any matter on which it is required to pass under this Zoning Code or to effect any variance from the requirements stipulated in this Zoning Code.
   (b)    The grounds for each such determination shall be stated in writing by the Board of Zoning Appeals in its minutes and the Board shall set forth its reasons for decisions, the vote of each member participating therein and the absence of a member or his failure to vote.
   (c)    Upon ruling in any appeal to the Board of Zoning Appeals, the Board shall set forth in writing its findings of fact supporting its decision and shall refer to any applicable ordinance relied upon by the Board in reaching any such decision.
   (d)    In the granting of any variance, the Board of Zoning Appeals shall set forth in writing its findings of fact specifically related to the granting of any such variance and the applicable ordinance or code section authorizing the granting of any such variance.
