1131.08 ARCHITECTURAL AND DESIGN REVIEW.

   For the purpose of promoting the orderly and harmonious development of the City, the stability of real estate values and investments and the general welfare, and of helping to prevent the impairment of such developments, no building or structure shall be erected, constructed, altered or enlarged in any manner which would adversely affect the values of the neighborhood in which it is located and cause depreciation of real estate values and investments as a direct result of unsightly, disharmonious, obnoxious or otherwise undesirable appearance owing to the exterior design of such building or structure.
