1131.04 INSPECTOR TO ACT WITHIN THIRTY DAYS.
(a) Action on Applications. The Zoning Inspector shall act upon all applications on which he is authorized to act by the provisions of this Zoning Code within thirty days after they are filed in full compliance with all the applicable requirements. He shall either issue a zoning certificate within such thirty days or notify the applicant in writing of his refusal of such certificate and the reasons therefor. Failure to notify the applicant in case of such refusal within such thirty days shall entitle the applicant to a zoning certificate, unless the applicant consents to an extension of time.
(b) Amendment Pending. A building permit or certificate of occupancy for change in use may be withheld during the period in which an amendment to this Zoning Code is pending, after having been recommended by the Planning Commission or introduced by Council, if the amendment would affect the building or use applied for, but the permit shall not be withheld for more than ninety days after the application was submitted or after final action by Council has been taken, whichever is the shorter period.
