959.03 AMBULANCE BILLING SERVICE FUND.
   (a)   The Finance Director shall establish an enterprise fund, to be called the Ambulance Billing Service Fund, into which all sums collected pursuant to this chapter will be deposited. Disbursements from such Fund shall be used only for the following:
      (1)   Capital expenditures associated with Fire Division requests; and
      (2)   Capital expenditures associated with Police Division requests.
   (b)   The capital expenditures provided for in this section will be allowed on a split between the Police Division and the Fire Division as determined by the Finance Director.
   (c)   "Capital expenditures", as used in this section, means expenditures having a value of one thousand dollars ($1,000) or more, with an estimated useful life greater than one year. Capital expenditures are expected to include replacement of Fire Division and Police Division vehicles, emergency medical equipment, building renovations associated with ambulance services and communication systems of ambulance services.

   (d)   Notwithstanding the provisions of subsections (a) through (c) of this section, Council may authorize the transfer of funds from the Ambulance Billing Service Fund to other funds upon occasions as it deems necessary and as provided by separate ordinance of Council.
