951.02 RESPONSIBILITY OF MUNICIPALITY; EXCEPTIONS.

All refuse accumulated in the Municipality shall be collected, conveyed and disposed of by the Municipality or by private haulers under contract with the Municipality. No person shall collect, convey over any of the streets or alleys of the Municipality or dispose of any refuse accumulated in the Municipality.

(a) Exception for Actual Producers. This chapter shall not prohibit the actual producers of refuse or the owners of premises upon which refuse has accumulated from personally collecting, conveying and disposing of such refuse, provided such producers or owners comply with the provisions of Sections 951.06(c)(1) and 951.06(d)(1) and any other applicable governing laws or ordinances.

(b) Exception for Outside Collectors. This chapter shall not prohibit collectors of refuse from outside of the Municipality from handling such refuse over municipal streets, provided the collectors comply with the provisions of this chapter and with any other governing law or ordinances.
