951.01 DEFINITIONS.
   For the purposes of this chapter the following terms, phrases, words and their derivations shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
   (a)    "Ashes" means the residue from the burning of wood, coal, coke or other combustible materials.
   (b)    "City" or "Municipality " means the City of Bedford Heights, Ohio.
   (c)    "Director" means the Director of Public Service or his authorized representative.  
   (d)    "Garbage" means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
   (e)    "Person" means an individual, firm, partnership, association, corporation, company or organization of any kind.
   (f)    "Refuse" means all putrescible and nonputrescible solid wastes, except body wastes, including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
   (g)    "Rubbish" means nonputrescible solid wastes, excluding ashes, consisting of both combustible and noncombustible wastes, such as paper, cardboard, tin cans, yard clippings, wood, glass, bedding, crockery and similar materials.
   (h)    "Recyclables" means the following items:
      (1)    Glass;
      (2)    Cans;
      (3)    Plastic;
      (4)    Paper;
      (5)   White goods; and
      (6)    Clean scrap metal.
   (i)    "Glass" means all glass containers.
   (j)    "Cans " means all cans, tin, aluminum, steel, etc.
   (k)    "Plastic" means all plastic bottles and containers marked with the recyclable emblem.
   (l)    "White goods " means all appliances.
   (m)    "Paper" means newspapers, magazines and cardboard, but specifically does not include junk mail.
