919.16 LATE CHARGE.

The industrial waste surcharge levied shall be billed on a monthly basis, or as soon as such billing data becomes available, and shall be payable at the office of the Director of Finance within thirty days after billing. In case of failure to pay any bill for the surcharge when due, a penalty of ten percent (10%) of such charge shall be added to the bill.
