915.01 PERMIT CHARGE FOR TAPPING.

   No permit shall be issued by the City or the City of Cleveland to any property owner, or representative of any owner, for a water connection to any property from a water main that has been installed but no portion of the cost of which has been assessed or charged to such property, until such owner or representative first pays to the Director of Finance an amount equal to five dollars ($5.00) per front foot of the property to be benefitted, abutting or bounding upon the water main serving such property, as a tapping charge.
