909.22 PUBLIC TREE CARE.

   (a)    The Tree Board shall have the right to plant, prune, maintain and remove trees, plants and shrubs within the lines of streets, avenues, squares, and public grounds as may be necessary to insure safety or enhance the beauty of such public grounds in accordance with the Master Street Tree Plan.

   (b)    It shall be unlawful for any person, firm or organization to top any street, park or other tree on public property without first obtaining the permission of the City Arborist.
