909.12 PROHIBITED TREES.
   (a)    Any silver maple, honey locust, poplar, basswood, box elder, catalpa or willow existing, at the time of the effective date of this section, upon private property in this City in such close proximity to any public place in this City as will permit the roots of such tree to penetrate through or under the surface of any public place in this City is hereby declared to be a public nuisance and may be abated by the City Arborist as provided in Sections 909.02(c) and 909.14.
 
   (b)    Effective upon the passage of this section, the planting of any poplar tree or any willow tree or any tree of the poplar or willow families shall be prohibited. Any tree planted in violation of this section is hereby declared to be a public nuisance and may be abated by the City Arborist as provided in Sections 909.02(c) and 909.14.
