903.01 PERMIT REQUIRED.

   No person, firm, corporation or association shall make or cause to be made any excavation or opening of any kind upon, through or under any portion of a street, road, sidewalk, tree lawn or other public property or property dedicated to public use, for any purpose whatsoever, within the City, unless and until a permit therefor has been first secured from the Building Commissioner.
