177.01 NOTICE OF ASSESSING ORDINANCE.
   (a)    Upon the passage of an ordinance in accordance with Ohio R.C. Chapter 727 levying a special assessment, the Clerk of Council shall publish notice of the passage of such ordinance once in a newspaper of general circulation in the Municipality, stating that such assessment has been made and is on file in the office of the Clerk of Council for the inspection and examination of persons interested therein.
   (b)    In addition, the Clerk of Council shall notify each property owner subject to the assessment that he shall have thirty days from the passage of the ordinance in which to pay the full assessment against his property in cash without incurring interest charges for notes or bonds thereafter issued to pay the cost of the particular improvement. Such notice shall contain the information set forth in the published notice and shall be sent by regular U.S. mail to the last known address of each property owner subject to the assessment. Failure of the property owner to receive the notice so mailed shall not constitute a defect in the assessment proceedings.
