157.21 DAMAGE TO CITY VEHICLES NOT COVERED BY CITY INSURANCE.
   (a)   Employees of the City who are entrusted with operation of a City vehicle and by their own negligence cause damage to such vehicle during the course of operation, in an amount not covered by City insurance, shall be responsible for the amount of damage not so covered.
   (b)   An employee shall have fifteen days after written notification from his department head of his responsibility for the amount of damages as set forth in subsection (a) to pay the Director of Finance the cost thereof.
   (c)   If an employee fails to pay the cost of the damage within fifteen days, the Director of Finance is hereby authorized to deduct the amount owing from the employee's wages. In the event that such deduction is made, the Director of Finance shall notify the employee of the deduction and set forth the reasons therefor.
